An underwelling mandate |

On Saturday March 20th Stephen Harper was elected Leader of the new Conservative Party by under 21% of eligible voters, 56% of 37% of the 250 000 claimed by the party.
One question will or ought to be asked is why was the turnout so low when members had been bombarded for weeks by e-mail and telephone calls. A second, what was the distribution of the 92 500 among the provinces.
The former can only be speculative. Figures for the latter will be most revealing if released. They may well show that what was an underwelling mandate at best came disproportionately from what were the Alliance held portions of the country.
